Motorsport Rules & Rulebooks: Rally, Hillclimb, Autocross & Competition Resources

Last verified: October 6, 2026

Start with the organization sanctioning your event, then its discipline and class. A Subaru rally car, hillclimb car and autocross car can be subject to different preparation rules even when the same parts are fitted.

Rules change. Before building or entering a car, verify the current rulebook revision, class rules, technical requirements, safety requirements and event supplemental regulations. The sanctioning body and event organizer remain authoritative. This directory does not establish that a car is legal.

American Rally Association — ARA

Discipline: Stage rally.

  • Main rules: Rules & Bulletins links the current official Sportity rules library. General Competition Rules (GCR) cover competition administration and conduct; Rally Competition Rules (RCR) cover how rallies operate. Read the applicable bulletins as well as the base PDFs.
  • Vehicle, classes and safety: Rally Technical Rules (RTR) in that same library cover vehicle preparation, class eligibility and safety. Its informational documents include equipment guidance; use the applicable regulations and amendments for decisions about your build.
  • Licensing / competitor information: Competitor Information provides official licensing and entry links. Novice Tips helps with preparation and first entries.
  • Event documents: Use your rally’s official event page and organizer notice board for supplemental regulations, registration information and bulletins. ARA’s website lists the season’s events; the competitor page explains its event Sportity workflow.
  • Official website: American Rally Association.

At this verification, ARA publishes 2026 rulebooks and additional mid-season bulletins. An older downloaded PDF alone may miss later amendments. Return through the Rules & Bulletins landing page when the season changes.

NASA RallySport

Discipline: Stage rally; other vehicle disciplines have separate documents.

  • Main rules: Rules and Regulations lists the General Regulations for Rallies (GRR). Sections 1 & 2 are the event rules; also check the sporting/technical bulletin area.
  • Vehicle, classes and safety: GRR Section 3, Car Rules, covers car classes, preparation and safety equipment. Appendix B addresses roll-cage grandfathering; it is a separate document on the same rules page. Consult championship rules where applicable.
  • Licensing / competitor information: Racing License explains membership, licensing and medical paperwork. Getting Started covers initial preparation and inspection.
  • Event documents: Open your event from the official schedule, then follow its organizer, registration and supplemental-regulation links.
  • Official website: NASA RallySport.

NASA RallySport revises sections separately. At this check, the landing page lists Sections 1 & 2 as updated February 25, 2021, and Section 3 / Appendix B as March 20, 2025. These are the versions currently linked there, not a single annual “2026 rulebook.” Recheck the official page and event documents before relying on a saved copy.

SCCA

Disciplines covered here: Autocross / Solo, Time Trials and HillClimb. Use the rules for the program your organizer actually runs.

Autocross / Solo

  • Main / vehicle rules: Solo Cars and Rules links the current Solo rulebook, class preparation rules and supplemental classes. It currently offers the 2026 rulebook; ProSolo has additional rules on that page.
  • Safety and updates: Use the rulebook’s safety provisions and the applicable program updates in Fastrack. Check effective dates; a proposal is not automatically an adopted rule.
  • Competitor information: What Is Autocross? is the introductory guide. Your region/event provides entry, membership and local procedures.

Time Trials

HillClimb

Event-specific documents: For each SCCA discipline, use the event organizer’s official registration page, supplemental regulations and competitor notices. National and regional formats can differ.

Official website: Sports Car Club of America.

New England Hillclimb Association — NEHA

Discipline: NEHA hillclimb events.

  • Main / technical / safety rules: Rules & Regulations links the current NEHA Hillclimb Rules. The 2026 PDF covers competition procedures, vehicle classifications and technical/safety requirements.
  • Classes: The same page supplies the current class-determination worksheet and Unprepared, Street Prepared and Prepared worksheets. Use them with the rulebook, not instead of it.
  • Competitor / event procedures: That page also contains reserved numbers, event forms and operating procedures for meetings, control and workers. The current schedule and event directory lead to hill-specific information and hosting clubs. Confirm current registration and competitor instructions with the hosting club; older event information remains in the directory.
  • Official website: NEHA.

Results and history: Frog Racing’s NEHA racer/results database provides racer histories, personal bests and hill records from the NEHA results archive. It is a results/history resource, not the official rules source.

Building a Competition Car? Start Here

Before buying or building major components, determine:

  1. Sanctioning organization.
  2. Discipline and intended events.
  3. Intended class.
  4. Current vehicle preparation rules and amendments.
  5. Required safety equipment and inspection process.

Check the applicable documents before committing to roll cages, seats, harnesses, fire systems/extinguishers, fuel systems, suspension, wheels/tires, engine modifications, restrictors, weight or aero. Equipment accepted in one program or class may not satisfy another. Ask that organization’s technical officials about uncertain plans before fabrication or purchase.

Event Supplemental Regulations

The general rulebook is only part of the event’s documentation. Organizers may publish supplemental regulations, schedules, competitor bulletins, route information, registration requirements and event-specific procedures.

Follow the official event page and notice board before and during the event. Read the applicable rulebook’s document-precedence provisions; do not assume that an event supplement can waive every general requirement. This hub links the source locations rather than trying to preserve every temporary event document.
